Report from Citation Committee at the 21st Korea-America Friendship Night

Good evening, distinguished guests, ladies and gentlemen! I am Chairman Lee Sunho of the Citation Committee of the Korea–America Association (KAA).
First of all, I am honored and pleased to introduce five special guests from Gapyeong High School, Gyeonggi Province: Principal Park Sang-ye, Alumni Association President Jo Kyu-yong, Vice Principal Cho Sung-keun, Administrative Director Kyung Kyu-yeon and Parent-Teacher Association President Kim Hyun-jin.
It is a distinct honor for me to announce that the KAA Citation Committee, after due deliberations and discussions, unanimously selected the late Major General Joseph Pringle Cleland who was born in March 1902, and deceased in March 1975, as well as his spouse, Mrs. Florence Cadotte Cleland who was married in Manila in June 1931 and passed away in November 2004.
General Cleland joined the Korean War battle duty in Gapyeong from June 1952 to April 1953 as Commander of the 40th Infantry Division of the United States Army. He was the very person who enhanced high school education on the battlefield of Korea with what we call, a “two-dollar miracle.” Mrs. Cleland patronized, with affection and devotion, the upgrading of the school to a valuable fountain of learning, not only while General Cleland was alive but also for another 29 years from her husband’s demise in 1975 until she died in 2004.
The wonderful couple made tremendous dedications to both the campus erections and the growth of the educational institution that was originally called “Kaiser High School.” The construction of the wartime garrison campus was possible thanks to the donation of two dollars from each of the 15,000 division fighters following the proposal of Commander Cleland. The school has surprisingly expanded and developed to a top-level countryside high school by virtue of the continued fundraising and generous support by the 40th Division’s
comrades-in-arms as initiated by Gen. and Mrs. Cleland.
Let me now remind you of some behind-the-back stories of 71 years ago, showing General Cleland’s nickname as “Jumping Joe” inside the division. One episode is about the school’s name in the beginning. Despite the accord of the fellow 40th Division soldiers to name it after Cleland, the general named it after Sergeant First Class Kenneth Kaiser, who was killed in action at the age of 19 as the first sacrifice in the combat area. The other was that it was General Cleland’s suggestion to design the school’s first battlefield classroom structure by Captain Harold Ace, an architectural engineering officer of the 40th Division.
On June 15 this year, I visited the school campus located in the center of Gapyeong County to meet Principal Park. There I was deeply impressed to eyewitness several well-maintained school buildings such as the Cleland Dormitory, the Florence Hall, and the Kaiser Gymnasium, in addition to the school’s Historical Museum and the eagle-top Hope Tower in which the 40th Division insignia as well as the portraits of Cleland and Kaiser are inscribed.
That coed high school has produced 15,968 graduates until January 6, 2023, when its 68th graduation ceremony was held with 191 new school leavers. Adhering to the 71-year-long close ties between the school and the 40th division, perhaps the only one of its kind worldwide initiated at the armed combat field, I believe, the school faculties and the division veterans have continued communications up until now.
During the war period in particular, the school was visited by high-profile U.N. and U.S. military bigshots including Generals Mathew Bunker Ridgeway and James Alward Van Fleet. We are all aware that this year marks the 70th anniversary of the historic ROK–U.S. alliance, and today is the diamond birthday of the KAA, the oldest organization of its kind promoting amicability between our two allies. This truly makes tonight’s event even more significant and rewarding.

“Two-dollar miracle” Reminder

The 21st Korea-America Friendship Night ceremony was convened on Tuesday, December 5, at Walker Hall,
Grand Walkerhill Seoul sponsored by the Korea-America Association (KAA chaired by Dr. Choi Joongkyung). The highlight of the annual dinner event was the 21st Korea-America Friendship Award. The awardees were chosen as the deceased couple, Major General (MG) Joseph Pringle Cleland of the U.S. Army and Mrs. Florence Emily Cadotte Cleland.
MG Cleland (1902-75) was assigned to Korean War duty as commander of the 40th Infantry Division over Gapyeong area of Gyeonggi Province in Korea from June 1952 and led his division in several battles there until April 1953, and contributed to the enhancement of Korea’s high school education for a long span of time thereafter. During his tenure period, Sergeant First Class (SFC) Kenneth Kaiser was killed in action for the first time at the age of 19. Mrs. Florence Cleland (married in Manlia in June 1931) fully supported her husband’s endeavors, even for 30 years after their separation until her demise in 2004 making the school’s status a
model fountain of learning in Korea.
Commander Cleland was the very person who initiated what we call a “two-dollar miracle” in the Korean War battlefield. The wartime school classrooms were constructed by the “two-dollar donation” of each of 15,000 division fighters, raised about 30,000 dollars, by the idea of the late commander Cleland. With his nickname “Jumping Joe,” the school’s first non-tent structure was designed by Captain Harold Ace, an architecture-major engineering officer belonging to the 40th division. The school’s frontline edifice structure was finally constructed by working with Gapyeong villagers on October 18, 1952. The school has been expanded and enlarged remarkably to a top-class high school in the nation, by virtue of the continued fundraising and generous scholarship support of former frontline comrades-in-arms, including MG and Mrs. Cleland.
The coed high school is now situated in the center of Gapyeong County. It keeps some facilities called the Cleland Dormitory, the Florence Hall and the Kaiser Gymnasium, further to the Historical Museum and the eagle-top Hope Tower in which the 40th division insignia and two portraits of MG Cleland and SFC Kaiser are inscribed.
Thanks to their over-seven-decade-long continued devotion to the war-torn field school from its inception, Gapyeong (originally called Kaiser) High School today has become a miraculous educational model as a renowned teaching cradle in Korea, which produced 15,968 graduates until January 6, this year when the 68th graduation ceremony was held with 191 new leavers. For the adherence to the 71-year ties between the Gapyeong High and the 40th Division, now stationed in Los Alamitos, California, perhaps the first of its kind,
continued communications between the school faculties and the division veterans have been exchanged with each other until now. During the wartime period in particular, the school was visited by high-profile U.N. and U.S. military bigshots including Generals Mathew Bunker Ridgeway and James Alward Van Fleet.
This year 2023 marks the 70th anniversary of the historic ROK-U.S. alliance, and the ceremonial day on December 5 was the diamond birthday of KAA. Such double anniversaries truly made the 21st award event even more significant and rewarding. ‘Peaceful rest for the graceful late MG Cleland couple’! Eternal shining and prosperity of Gapyeong High for the sake of the invaluable “two-dollar miracle” in the decades to come.’

작성일본 글을 애써서 올려 주신 유노상 동문의 노고에 감사드립니다. 제가 한미협회에서 상훈위원회 위원장이라는 봉사직을 맡고 있다 보니 1952년 4월 이후 약 1년간 가평지역에 주둔했던 미육균 제40사단 (일명 햇볓부대) 전투장병 15,000명의 2달러씩 갹출한 성금 30,000달러로 가평 지역 중고등학생들이 천막교실에서 공부함을 면할 수 있도록 하버드/MIT출신 공병장교에게 설계를 의뢰 최초 건물을 지어주었고 그 이후 은퇴 하고 수 십 년 에 걸쳐 연금의 일부와 전우들의 성금으로 장학금을 마련 학교를 도와주어 오늘날 지방의 일류고등학교로 발전시킨 고 Joseph P. Cleland 사단장과 그 부인 Florence Emily Cadotte Cleland에게 제21회 한미우호상을 수여하게 된 배경을 설명 드린 졸작이었습니다. 한자로 "충의양정"이라는 휘호는 전쟁 당시 건국/초대 대통령 이승만 박사의 격려의 글임을 부연 설명 드립니다. 읽어주셔서 고맙습니다.

가평에는 1950년대 초 까지도 중고등학교가 아직 존재하지 않아, 자녀들을 서울이나 춘천으로 보낸 가정들이 많았으나 미군의 도움으로 전쟁 중에도 학업이 계속 될 수 있어 1954년에 정식으로 카이샤 중고등학원으로 개교를 할 수 있게 된 것은 전적으로 미군과 당시 가평군수의 열정 이었음을 상기해 주셔서 가평출신의 한 사람으로 감사의 인사를 드립니다.

지난달 열린 친선의 밤 행사 (12월 5일) 에서 동 협회 상훈위원장으로서 이선호 선배님이 2023년도 한미 우호상 수상자로 - 가평고등학교 설립자 고 Joseph P. Cleland 장군 내외 선정 사실과 동 장군 내외가 한국전쟁 와중에 가평에 학교를 설립, 오늘의 가평고등학교로 키워낸 과정을 설명하는 장면이 참으로 멋있고 대단하십니다. 가평고등학교교명이 처음에는 Cleland 장군이 지휘하던 미 보병 제40사단 대원 중 한국전 최초 전사자 성함을 따서 "카이사"고등학교였던 사실, 또 학교 건물 건립 경비를 위해 40사단 장병들이 2달러 씩 모금하여 1류 고등학교 설립을 "2달러의 기적"이라 불렀던 사실도 눈물겹습니다.

가평고는 1954년에 정식 개표를 하였으며 2023년 1월 6일 제68회 졸업식에서 191명이 졸업을 함으로서 총 동문 15,968명을 배출 사회 각계각층에 종사하고 있다고 합니다.

제21회 한미 친선의 밤 행사에서 미 육군소장인 고 조샙 프링글 클리랜드 소장과 그의 부인 플로렌스 에밀리 카도트 클리랜드 여사에게 한미우호대상을 수여하심을 축하드립니다. 그 어려운 시절, 1952-54 가평에 미국 군인들로 부터 각 자 $2 씩 갹출해서 가평에 가평고등학교 (카이사고등학교)를 세워주신 고 클리랜드 사단장 부부께 감사합니다. 또한 이런 고맙고 훌륭한 한미 은인에게 상을 수여하기로 결정하신 한미협회에 감사합니다. $2 기적은 영원히 우리 가슴에 남아있고 한미 관계를 더욱 강하게 할 것 입니다.

손난주 회장님께서 클리랜드 사단장의 생전 사진들을 찾아 올려 주시고, 가평고등힉교 전경과 황동상황을 보여주셔서 작년 6월15일 (목) 학교를 방문한 이후 다시 가 본 느낌입니다. 이석형 회장님과 함께 연고지임도 반갑네요. 박상예 교장 (여, 29회 모교 졸업생이라 함)도 매우 기뻐하고 고맙게 생각하고 있네요.

6.25 전쟁이 진행 중인 1952년에 클리랜드 소장의 뜻에 따라 전 장병이 2 달러씩 후원하여 지금의 가평고등학교가 건축되고 한미협회에거 돌아가신 그 분 내외를 표창했다는 이선호 동문님의 기사는 저를 울컥하게 만듭니다. 그렇게 훌륭한 분이 그 당시 가난하고 불쌍한 나라에 목숨을 내어 놓고 와서 싸우고 학교까지 지어 주다니 우리는 얼마나 만은 빚을 지고 있는 건가요? 다행히 한미협회에서 그 은혜를 잊지않고, 이선호 동문께서 중요한 역할을 해 주셔서 너무 감사합니다. 코리아타임스 기사도 365회 인가요? 축하드립니다. 이선호 부회장님이 소개해 주신 참으로 감동적인 가평의 '투달러 미러클' 이야기 잘 읽었습니다. 마지막 사진의 이선호 상훈위원장님의 기년사진은 누구나 미소 짖게 하는 모습입니다. 한국전쟁, 그 가혹한 전역의 땅에서 가난하고 방치되다시피 도외시 된 젊은 영혼들 에게 제대로 된 배움터를 만들어 주려고 미국병사들이 갹출한 성금으로 이런 아름다운 역사가 만들어 졌군요.

부산에 계시며 국제법과 관련 대한제국의 합병, 독도 문제 등에 관한 국영문 혼용 책자 집필에 여념이 없으실 터인데, 6.25 전쟁때 가평에서 있었던 미육군 제40사단장이 천막교실에서 공부하는 학생들의 처참한 모습을 보고 15,000명의 사단 전투원으로부터 $2 씩 갹출, 하버드/MIT에서 건축학을 전공한 공병 대위에게 설계를 맡겨 지역주민들의 도움으로 최초의 천막이 아닌 교사건물을 지워 주었고, 그 후 지금까지 옛 전우들의 연금믜 일부를 장학금으로 마련 오랜세월 계속 학교를 도와 가평고를 지방의 명문으로 만들어 준 미담을 숙독해 주셨습니다. 인류의 전쟁사에 길이 남을 사단장 부부의 감동적 배려로 평가해 주신 김영구 박사님의 성의에 깊히 감사드립니다.
